If the complainant or respondent or both parties failed to appear, the Punong Barangay/Pangkat shall issue a notice of failure to appear. and if the reason was not valid, issue a certification to bar action/bar counterclaim;

There is no such thing as three (3) hearing should complied or two (2) hearings or whatsoever, the complaint or disputes of the parties may mediate within fifteen (15) days prescribed period before the Punong Barangay or before the Pangkat. However, the Pangkat can extend another fifteen (15) days at their discretion. Most likely, the complaint will last in minimum of thirty (30) days and forty five(45) days in maximum. Therefore, there’s no actually number of hearing required.
